they say there is no sign of struggle at the shooting scene. none of the three men who were killed lived on the property, but one of them is related to somebody who has some sort of association with it. so we're expecting more information from officers today. we're also expecting the coroner to go to the property and pick up those three bodies. live in sonoma county, anne makovec, kpix 5. we are getting the last known image of a 13-year-old bay area murdered girl. police will release more details on the investigation later today. genelle conway allen was last seen thursday afternoon near east tabor avenue and grande circle in fairfield. she was found dead the next morning at the allan witt park about three miles away. she had been strangled. police have not released any information on a motive or a possible suspect. another missing person investigation here in san francisco. 21-year-old tori stevenson of brentwood was last seen on friday.

according to her mother, tori's boyfriend dropped her off for a job interview in the tenderloin neighborhood. she told him she would call him in an hour to be picked up but no one has seen her since. torrie, if you see this, please call me, call mike, call the san francisco police. we will come and get you. we will come and get you anywhere you are, please, call. [ crying ] >> stevenson is 5'4", 110 pounds, long brown hair, hazel eyes and has tatoos on her forearms. a powerful earthquake triggered a tsunami that killed at least five people in the south pacific. the 8.0 quake struck off the solomon islands. the tsunami measuring five feet high swamped several villages up to 80 homes damaged. the solomon islands sit on the so-called ring of fire which is an active earthquake zone. get ready for some big changes in your mail service. cbs news has learned the post

and southbound 101. bay bridge very good here as well approaching the pay gates. various lanes blocked eastshore freeway westbound 80 from emeryville, that's picked up. coming up a check of the north bay. back to you guys. cowboys to the rescue. rudy the camel now waking up this morning in the east bay. kpix 5 reporter cate caugiran shows us the video of this unusual traffic hazard. >> reporter: good morning. you can't make this stuff up. it was an extensive effort to rescue this camel, who ran away not only once but twice from his home yesterday. it took the work of half dozen east bay cowboys to round up rudy back to safety. they used ropes to guide him back into his owner's trailer yesterday afternoon. the camel broke free from his

wire fence and walked south along bailey road. rudy an unusual sight anywhere else is actually familiar in this neighborhood. >> the other day he was on our property which he went back easily so we figured it would probably be the same. >> reporter: he's known as the candle that kind of roams around? >> yeah, he roams around. >> reporter: he walked around, cars swerving out of the way. chp says a red minivan hit the camel but his owner says it was just a close call. thankfully, no other drivers were hurt -- or anyone else in this process. a vet will check rudy to be sure he is okay. back to you, frank. >> all right. glad rudy is okay. thanks so much, cate. >> reporter: higher speed limits are coming to san ramon. a seven-year survey determined many speed limits in the city were just too slow and most drivers were already going faster than the posted limit.

the hope is slightly higher speed limits will ease traffic congestion. >> i think people drive that fast, five or ten miles over the speed limit anyway. i don't see any accidents or anything so it doesn't concern me. >> here's a look at the san ramon streets where the limits are to be raised. the new limits will take effect february 22. limit won't be raised on residential streets or roads near schools another will be pressured into citing the pledge of allegiance at the el cerrito council meetings. they voted to change the 30lecy for future meetings. they will still say the pledge but those who don't want to will be invited to observe a moment of silence instead. they voted to change the policy for future meetings. >> one of the things that came up in our strategic planning for the city was a limitation of the city we do things because that's the way we have always done them. i want to make sure if we continue to recite the pledge it's a conscious decision that it's the best way to start our meetings. >> no members of the public

they were paddling a few hundred yards off sh an arizona couple's canoe ride off maui turned into a

down much. so we're still seeing all green towards doyle drive coming into san francisco. drive time 14 minutes between 580 and the toll plaza. traffic is lighter than normal out of the altamont pass now. drive time only 14 minutes all the way through livermore and then out towards the dublin interchange. and we have another camera approaching tassajara so the headlights are moving westbound and so far it looks okay all the way past 680 and the dublin interchange if you are heading into castro valley. mass transit-wise, we still have possible delays on the vallejo baylink ferry, having some mechanical issues this morning. they are having to replace the ferries with bus shuttles instead. other than that, all other mass transit no delay. want to get a look at other traffic cameras around the bay area. this is a live look at the bay bridge toll plaza where there is no delay approaching the upper deck this morning. and other bridges across the bay area here is a live look at the san mateo bridge. and this is the commute direction of westbound 92.

hostage situation in alabama. the fbi says 65-year-old jimmy lee dykes had at least two explosive devices in his bunker including one inside the pipe he was using to talk to the negotiators up top. a hostage rescue team killed dykes during a firefight monday as they freed that 5-year-old hostage. the white house is defending a memo from the department of justice authorizing drone attacks against americans working with terrorists overseas. the memo says such actions are legal under three conditions. if the suspect is engaged in planning operations to kill americans, if it's not possible to capture the suspect before an attack, and if the operation follows u.s. laws and war principles. >> someone who takes up arms against the united states in a war against the united states is an enemy and therefore could be targeted accordingly. >> critics say such an attack would violate the constitutional rights of american terror suspects to a trial by jury. so far there's only one known case of an american targeted

with a drone strike anwar al- awlaki in yemen in 2011. 5:17. president obama is set to visit the middle east next month with stops in israel, the west bank and jordan. it will be the first time he will visit israel since becoming president more than four years ago. he will meet with prime minister benjamin netanyahu. white house says the trip will focus on the resumption of talks between israel and palestine. leaders of the boy scouts of america will vote today on whether or not to keep a ban on gay members. if approved a new proposal would allow individual scout troops to decide how they want to handle the issue. president obama weighed in on the debate in an interview with "cbs evening news" anchor scott pelley. he says it's time for change. >> my attitude is that gays and lesbians should have access and opportunity the same way everybody else does in every institution and walk of life. >> the boy scouts of america

has more than two million members nationwide. the san jose city council will decide next week if it will get involved in the supreme court case concerning gay marriage in california. the city may join san francisco in filing arguments against proposition 8. the u.s. supreme court is due to hear those arguments in late march. the high court is reviewing last year's ruling that prop 8 is unconstitutional. in healthwatch, a new study shows mothers exposed to pollution are more likely to have babies with lower birth weights. the study looked at more than three million births all around the world. researchers found areas with higher pollution also had higher numbers of babies born under 5.5 pounds. the cocktail lovers, beware. a new study found people who mix alcohol with die the drinks had higher breath alcohol concentrations than those who mixed with sugar-sweetened beverages. researchers think the sugar drinks help slow down the absorption of alcohol into the bloodstream. it's 5:19 right now.

property in forrestville. one of the men's brother found them just after 3 p.m. yesterday. he was there to check on his brother after he hadn't heard from him in several hours. investigators have been talking to him and others who live on the property, as well. there are several homes here. while the sheriff's office is not releasing much of what they have discovered, they say we don't need to be worried about that murderer on the loose. >> this is not a random crime so i don't believe there's any danger to any of the citizens of sonoma county or anywhere else. >> when you say this is not a random crime, what do you mean by that? >> just i -- i'm not going to get into the details of our investigation at this time. it's too early. >> reporter: they say though there was no sign of struggle at the shooting scene and none of the three men killed live on the property. one of them, though, is related to somebody who has some association with it. we are expecting to hear more from investigators today and the coroner is expected at that property to collect the bodies at first light this morning.

president obama has picked rei president sally jewel as the new secretary of the interior. prior to joining rei, jewel spent 19 years in the commercial banking industry. if confirmed, she would replace outgoing interior secretary ken salazar. 5:34. the san jose police officer's association has begun some new contract talks with city officials now. the poa says this year it wants officers' salaries restored to levels before the recent 10% paycuts. the union is also calling for 3% raises in each of the next two years. just about all city workers have had recent pay and pension reductions and as a result scores of officers have either retired or left the police department for other cities. an east bay city is changing the way it starts its council meetings. it will no longer be automatic that people recite the pledge of allegiance to open city council meetings in the city of el cerrito. the council last night decided to invite those who do not want to say the pledge to observe a moment of silence instead. >> one of the things that came

coming our way. we have a storm that's bearing down on us in the pacific right now. today i think we'll squeeze in a decent day. outside partly cloudy skies in the valleys, temperatures colder 30s and 40s early on clear as you approach the coastline. by the afternoon, we'll see some sunshine and the temperatures may be slightly warmer than yesterday but not by much. 50s and low 60s and that is about it. high pressure going to give us a decent day today but you can already see that next storm system off the coastline. that is bearing down on the bay area. a very cold storm coming out of the gulf of alaska. so a chance of some showers and some much colder weather in the bay area, maybe snow levels dropping down to 2500 pete thursday night into friday. passing clouds early on. tomorrow a storm system, chance of scattered showers. not the strongest storm we've seen, not the heaviest amounts of rainfall, but a chance of showers on and off on thursday and into friday. and then it looks like things begin to settle down. you can see the back side of that system as we get in the

reported on southbound 101 approaching capitol expressway. it was quickly cleared to the right-hand shoulder. elsewhere the nimitz is out in the east bay 880, near the oakland coliseum. they picked up some areas of overnight roadwork so now everything is flowing nicely between hayward and downtown oakland. to our maps and this is the rest of the south bay. you saw that live look at 101 near the mckee exit. 280 through downtown, the guadalupe parkway everything at the limit. a lot of green on the traffic sensors. elsewhere down the eastshore freeway this is a live look right now through berkeley. you can actually make out the university avenue overcrossing there in the distance. this drive time is 18 minutes from the carquinez bridge to the maze. checking some other slow spots, look at this, highway 4 slow now on westbound and even a little bit against the commute on eastbound highway 4. those speeds sensors are now below 20 miles per hour. as you make your way towards lone tree. the vallejo baylink ferry if you typically use this to commute in the morning, this morning they are having some mechanical issues so they are

in your mail service. >> i guess so. the u.s. postal service is slashing saturday delivery. kpix 5 reporter cate caugiran is in pittsburg with the new policy that is breaking a 150- year tradition. cate, good morning. >> reporter: good morning, frank and michelle. the post office says it will save the financially struggling agency about $2 billion. now, over the past few years, the agency says it tried to keep up by making major cuts but it wasn't enough. the postal service says it lost about $41 billion over the past six years as more people turn to the private shippers, internet and online banking. these cuts won't take place until later this summer starting august 1. technically the post office is not allowed to reduce its service without congressional approval. the group's lawyers say they figured out a way. oklahoma republican senator tom coburn says this move is necessary. >> survival mode. you're not going to have any
